suppose there will be some major changes we will be able to evaluate them and their effect on the economy in the first quarter This is where I stand For now we have built the budget around our forecast We were very conservative about it There will be some localized problems in some companies I don t think they will be more serious than those happening this year And during this year which is already behind we saw some shut downs some redundancy I suppose there will be a little more of it but we will manage It won t grow manifold After all we have solid basis in the economy of the Chelyabinsk Region which allow us to be confident in our forecasts about stability We have quite powerful military industrial system in the region it provides jobs and there is enough work in it today Large share of our economy is metallurgy And our metallurgy is quite competitive and will allow us to keep our stable position in 2015 We have not bad efficient projects in agriculture and I have already mentioned them I was very surprised I have never known that such technologies exist And this year I have seen them and understood that it is also business And it s a very good business which forms a good cash flow This also creates jobs and generates taxes So I am confident that we haven t made a mistake in the forecast for next year taking into account our conservative approach to the budget Based on this we have a safety buffer which will allow us to mitigate the negative macro economical effects on the country and region in 2015 At least we have included reserves for social entrepreneurs Finally we have South Urals State University that could support the development of the cluster and new technologies There are relevant departments and specialists The Governor dreams of building machines that would use additive technologies This could be a highlight area to specialize in What the Governor Dreams of What is our role in this affair And what is the niche you are speaking of My task is to administer this area of activities We have external relations possibilities to attract resources internal conviction of our ability to generate and develop new competences needed by the market What is the niche What we will focus on Generally I dream of additive technologies This seems to be a prospective area of focus I mean building machines that will use additive technologies layer by layer synthesis This could be a highlight area to specialize in Another area of specialization is frame and case casting We have both metallurgical engineers and cast facilities This area is essential for the entire machine tool building industry that will develop and concentrate in territories anyway To the best of my knowledge even Germans buy frames in Eastern Europe substitution is production of large diameter pipes In five years this area has grown into a separate industry in the country We refused to import large diameter pipes which always were imported from Japan and Europe Now large diameter 1420 mm pipes are manufactured by Chelyabinsk Pipe Rolling Plant and Vyksa Steel Works For this metallurgical engineers had to develop their qualifications and master new technologies New mills 5 000 were assembled Now there are three mills that satisfy the demand in full How was it managed A clear task was set by the government an order for construction of gas line was issued the market volume was assessed We not only have managed to satisfy own needs but also started to export large diameter pipes There are a lot of less significant examples galvanization polymeric coatings The basis was the same we assessed the market and realized that we were able to set up production process and substitute high added value products imported from abroad Generally speaking all business entities run a kind of import substitution If an entity masters a technology find investors and save costs on logistics it will gain good profitability in conditions of volume production The same situation is observed in the agriculture industry Earlier poultry was imported to Southern Ural and now we not only satisfy our own needs but also supply it to other regions Every import substitution task can be solved We only have to find time resources and proactive professionals Now we have to focus on military industrial sector as suppliers of parts for finished products are located abroad Technical tasks have to be defined in the fullest detail what parts are imported from where are they imported and where can such parts be produced in Russia That s all have to analyze risks arisen after implementation of the sanctions and propose that companies develop solutions to mitigate such risks This is the most difficult period everything will become easier then It was easier with large diameter pipes as a monoproduct though pipes can be absolutely different as well We have to solve the problem with the defense industry as soon as possible As a former engineer I am ready to participate in this process by taking part in establishment of communications supporting particular areas engaging scientists We only have to get a clear state order and everything will be great About Advantages of Socialism Can import substitution in military industrial sector enterprises and large infrastructural projects boost the demand for metallurgical products What areas of activities do you consider prospective for Ural s metallurgical enterprises that are forced to cut the volume of supplies to construction and automotive sectors Fortunately we have a number of infrastructural projects Power of Siberia is the largest infrastructural project of Russian Fuel and Energy Complex that will load the facilities of Chelyabinsk pipe mill plant as early as
